Transmission Line Engineer

Essential Duties and Responsibilities:

Design and develop high-voltage overhead and underground transmission line systems (69kV – 500kV+)
Perform structural, electrical, and mechanical analysis of transmission lines including conductor selection, pole/tower design, sag/tension calculations, and line clearances
Design and develop medium-voltage (34.5kV, 46kV) overhead and underground line systems, especially for renewable energy facilities
Prepare engineering drawings, material lists, and technical specifications
Conduct route selection studies, cost estimates, and feasibility analyses
Ensure compliance with applicable codes, standards, and regulations (NESC, IEEE, ANSI, ASCE, local utility requirements)
Support permitting, environmental studies, and right-of-way acquisition
Collaborate with project managers, construction crews, and contractors during design, procurement, and construction phases
Conduct site visits to support construction, resolve technical issues, and ensure quality control
Maintain up-to-date knowledge of emerging transmission line technologies, materials, and best practices
Provide technical support and mentorship to junior engineers and designers

Preferred Requirements:

Bachelor’s degree in Electrical, Civil, or Structural Engineering
Preferred Professional Engineer (PE) license or ability to obtain within a specified timeframe
3–7+ years of experience in transmission line design and engineering
Proficiency in industry software (PLS-CADD, PLS-POLE, PLS-TOWER, AutoCAD, or similar)
Strong understanding of NESC, IEEE, ASCE, and utility design standards
Excellent problem-solving, analytical, and project management skills
Strong communication and interpersonal skills for working with cross-functional teams

Jeremy Montoya

Vice President of Shared Services & Power Services

Jeremy Montoya is the Vice President of Shared Resources at Halker Consulting, where he supports the civil, structural, environmental, electrical, instrumentation & controls, procurement, and project services teams. Since joining Halker in 2021 as EI&C Director, he has helped elevate the company’s technical capabilities and foster a culture of mentorship and engineering excellence.

Jeremy’s leadership emphasizes attention to detail, value-driven solutions, and confident support—ensuring the consistent delivery of high-quality engineering and design services. With his guidance and the support of the broader management team, Halker continues to grow its reputation for technical expertise, responsiveness, and reliable execution.

He holds a Bachelor of Science in Engineering with a specialty in Electrical Engineering from the Colorado School of Mines and is a licensed Professional Engineer in multiple states. With over 15 years of consulting experience, Jeremy has worked across industries including oil and gas, food and beverage, mining, pharmaceuticals, and residential and commercial sectors.

Jeremy has also volunteered his engineering expertise internationally, contributing to infrastructure projects in Kenya and Mexico. Outside of work, he and his wife Audrey enjoy traveling and spending time outdoors with their two children. He’s a comic book enthusiast, hiker, basketball player, and electric skateboard rider.

Curtis Anderson

Director of Projects

Curtis Anderson is a seasoned Projects Director at Halker, specializing in managing projects for electric utilities and renewable energy companies, including high voltage power, solar, wind, and battery energy storage systems (BESS). Prior to his current role, Curtis held various leadership positions with 12 years in the industry. As Technology Innovation Manager, he was instrumental in establishing and leading a Product and Innovation team within the Power and Renewables Industry, driving technology enablement initiatives, and fostering a culture of innovation. His work included guiding the development of new products, implementing AI-driven solutions, and supporting the launch of industry-first SaaS offerings. Curtis also played a key role in business-to-business collaborations, strategic planning, and served as a member of an Artificial Intelligence Governance Board, focusing on enhancing operational efficiency through technology and R&D efforts.

Earlier in his career in the Power and Renewables Industry, Curtis served as Program Manager and Project Manager, where he led project management teams handling portfolios valued between $600 million and $2.5 billion. His responsibilities included managing scope, schedules, and budgets for major capital projects in the utility sector, fostering client relationships, and contributing to company-wide initiatives such as DEI programs, billing and forecasting tools, and M&A integration planning. Before entering the renewables sector, Curtis worked as an Independent Consultant and Mine Development Manager in the mining industry, where he managed mining operations, spearheaded acquisition strategies, and ensured regulatory compliance.

With a strong background in both traditional and renewable energy sectors, Curtis brings a wealth of expertise in project execution, innovation, and strategic leadership.

Shannon Mckibben

Director of Environmental Engineering

Shannon McKibben is the director of Environmental Engineering at Halker, executing environmental, health, and safety projects for clients in construction, oil & gas, transportation, and power delivery. Under Shannon’s leadership, Halker’s Environmental Engineering group is actively diversifying from its historical role serving primarily road and highway construction clients into a support group for all of Halker’s projects, focusing on energy delivery and development.

With 13 years of experience in environmental, health, and safety work in the oil and gas industry, both as a consultant and working directly for operators, Shannon brings her diverse experience and technical approach to Halker and its clients. Shannon has worked on air permitting and compliance projects her whole career and as a consultant has managed air quality permitting, compliance, and monitoring projects for oil and gas (upstream and midstream), power generation, and construction clients across the United States and Canada. She specializes in helping clients develop technical and effective solutions in difficult regulatory environments, including the Colorado front range/DJ Basin and tribal and public lands.

Shannon’s significant onsite experience as a field occupational and process safety representative and environmental representative in upstream and midstream oil and gas operations gives her a unique operational knowledge of a range of project types, from design to build to operations and finally demobilization and remediation. She and her experienced team love collaborating with the rest of the company to bring additional value to Halker’s clients at any phase of a project, focusing on efficient and thorough project execution.

Shannon holds a B.S. in Chemical and Biological Engineering from Colorado State University. Outside of work, she loves spending time in the great outdoors with her family: hiking, camping, fishing, and hunting. She is active in her community and an advocate for community development, environmental conservation, and education.

Dominic Giametta

Vice President of Sales

Dominic brings over 15 years of leadership in privately held and PE‑backed firms. Dominic’s experience in the energy industry expands across several sectors, including refining, midstream & pipeline and delivering fully modular facility solutions in the upstream production arena. Dominic has been involved in the sales and project management of more than 30 fully modular facilities in the Permian basin. He has built scalable go‑to‑market strategies that have helped drive impressive revenue growth: from $10M to $25M at Welker, and launching Petrosmith’s Modflex line to $40M in three years, while more than doubling revenue with its largest client.

Dominic leads his sales organizations with passion and strategy. By implementing new ideas that help drive efficiency within the selling organization, Dominic leads his team to expand the companies market share through CRM‑driven systems and disciplined business development.

Dominic is motivated by building high‑performance teams and executing complex commercial strategies. He holds a BA in Political Science and History from Texas State and contributes to the API Committee on Petroleum Measurement. Based in the Houston, Texas area, he enjoys spending time outdoors with his wife, and watching his two boys play sports.

Jeff Wellen

Senior Vice President of Operations

Jeff Wellen serves as Senior Vice President of Operations at Halker Consulting, where he leads the operational and execution strategy, overseeing multidisciplinary teams delivering engineering consulting services across the oil & gas and power services sectors. His focus on operational excellence, safety, and client satisfaction drives consistent, high-quality outcomes across a wide range of projects.

With over 23 years of experience, Jeff brings expertise in project management. His hands-on background in field construction and modular fabrication informs a pragmatic, execution-focused leadership style that bridges design and delivery.

Since joining Halker in 2018, Jeff has been passionate about scaling the firm’s project delivery capabilities, mentoring high-performing teams, and advancing a culture of collaboration and accountability. He was named an ENR Top Young Professional in 2018 for the Mountain States Region.

Jeff is a licensed professional engineer and holds a Bachelor of Science in Engineering with a specialty in Mechanical Engineering and a minor in Business and Economics from the Colorado School of Mines. Jeff enjoys hunting, camping, and ice fishing with his wife and twin daughters, and is passionate about mentoring the next generation of energy professionals.

Paul Brennan

Director of Automation

Paul Brennan is an industrial automation specialist, PLC programmer, business manager and product development professional. He graduated from Colorado Mesa University in 1992 with a Bachelor of Science in Computer Science. Paul now has over 25 years of experience providing industrial automation solutions and large-scale automation integration projects for oil & gas, water/wastewater, irrigation, and greenhouse industries in the US and Eastern Europe. Paul’s career has been spent developing leading edge, revolutionary automation products, and in the process, he has obtained several US Patents, most recently one for the Halker Smart Solutions multiphase flow measurement system called HalkEye. Paul has notably designed products such as PADPro, PADManager, PROView and QLogiX for upstream oil & gas facilities, utilizing state of the art technologies with PLC’s and high-powered single board computers to provide advanced data collection and data processing at the well head.

Paul has a knack for being able to create logical solutions for industrial processes, dedication to hard work, and his relentless drive distinguishes him as an industry leading expert. He describes his greatest achievements around his ability to identify, manage and drive talented individuals and contractors towards a common team goal. In his spare time, Paul is a hot rod enthusiast and enjoys building and restoring classic cars. You can also find him outdoors year-round hunting, fishing or playing golf.

Dan Sirridge

Director of Piping Design

As Director of Piping Design, Dan Sirridge brings over 16 years of experience in the oil and gas industry, with a background that spans upstream, midstream, and downstream sectors. Dan’s work includes both greenfield and brownfield projects, ranging from well pad and saltwater disposal facilities to compressor stations, central tank batteries, chemical plant retrofits, and pipeline infrastructure such as risers, launchers, and receivers. He has led projects across key U.S. basins including the DJ, Bakken, Permian, Delaware, and others.

Dan leads a talented, globally distributed team of designers across three states and three countries. Our team culture is built on the core values of respect, responsibility, communication, and quality—principles we uphold in every project we take on.

Dan holds a Bachelor of Architecture from Kansas State University (2003) and is passionate about designing practical, high-performance solutions that help move our clients’ operations forward.

Kathryn Goodman

Director of Mechanical Engineering & Procurement

Kathryn Goodman serves as the Director of Mechanical Engineering and Procurement supporting energy clients across the U.S. With deep expertise in pipeline development, materials, procurement and mechanical systems, Kathryn leads a high-performing team of mechanical engineers and procurement managers that deliver critical infrastructure—from transmission pipelines to processing facilities.

She leads with a balance of technical depth and operational focus, playing a key role in client oversight, quality assurance, and execution across complex EPC projects. Under her leadership, the firm has strengthened project delivery by bridging sales and operations, implementing targeted training programs, and mentoring the next generation of engineers. She has also helped expand Halker’s capabilities in challenging environments, including high-H₂S/CO₂ service, advanced metallurgy, and midstream planning. Beyond project execution, Kathryn is a champion of internal culture and professional growth. She leads company-wide development initiatives focused on communication, leadership, and team effectiveness.

Kathryn holds a degree in Mechanical Engineering from Texas A&M University and is a licensed Professional Engineer in the State of Texas. Outside of work, she enjoys spending time with her 3 kids, hosting friends at her home, and exploring new places.

Steve Treadwell

President

Steve Treadwell serves as President and CFO of Halker Consulting, where he oversees operational excellence, financial strategy, and strategic growth initiatives. Since joining Halker in January 2025, Steve has focused on scaling the firm’s capabilities while maintaining the disciplined execution and client-focused approach that defines the company’s culture.

Steve brings over two decades of leadership experience spanning engineering, finance, and operations across high-growth industries. As founder and CEO of SpareBox Storage, he built a pioneering remote self-storage management company with 109 locations across nine states and proprietary software solutions. Prior to SpareBox, he spent six years with National Storage Affiliates (NSA), the publicly traded self-storage REIT, serving as Chief Operating Officer and President of iStorage. His early career included five years in finance and treasury management with ProLogis, the world’s largest industrial REIT, and eleven years as a U.S. Air Force officer and instructor pilot.

Steve’s approach to leadership emphasizes disciplined analysis, strategic clarity, and operational reliability — values that align seamlessly with Halker’s commitment to delivering fit-for-purpose engineering solutions on time and within budget. His experience structuring complex deals and managing cash flow across multiple market cycles brings valuable perspective as Halker continues expanding its presence in emerging markets like off-grid power generation and utility-scale infrastructure.

Steve holds a Bachelor of Science in Electrical Engineering from the United States Air Force Academy, a Master of Science in Aeronautical Engineering from MIT, and an MBA from Harvard University. He has called Parker, Colorado home for nearly 20 years, where he lives with his wife and two children. Outside of work, Steve enjoys rucking, studying macroeconomics, and reading history — pursuits that reflect his commitment to continuous learning and strategic thinking.

Philip Barr

Director of Structural Engineering

Philip Barr joined Halker in April 2023. With nearly 20 years of structural engineering experience, he has contributed to projects across the oil and gas, pharmaceutical, chemical, mining and metals, and manufacturing industries. Philip has successfully led structural design teams in executing projects totaling over one billion dollars in value. He has also worked internationally as a field engineer and client representative, gaining valuable experience in constructability, modular design, and retrofit construction. As Halker’s Director of Structural Engineering, Philip draws on his extensive background and technical expertise to deliver innovative and cost-effective structural solutions for clients across a wide range of industries.

Philip earned his Bachelor of Science in Civil Engineering from North Carolina State University and is a licensed Professional Engineer. He resides in Greenville, South Carolina, with his wife and two children. In his free time, Philip enjoys spending time outdoors with his family, playing music, and reef keeping.

Mike Czuchna

Vice President of Oil & Gas Facilities

Mike Czuchna, PE is a licensed professional engineer with a Bachelor of Science in Chemical Engineering from the University of Colorado at Boulder (2001). With over 18 years of progressive experience, Mike has built a distinguished career in engineering consulting and upstream oil and gas operations. His expertise spans process engineering, project management, and the design and execution of complex oil and gas facilities.

Mike has led the development of numerous greenfield and expansion projects across the Mining, Power, and Oil & Gas sectors, including modular central tank batteries (CTBs), gas compression and processing facilities, and saltwater disposal systems. His leadership has been instrumental in delivering high-impact projects on time and under budget, often incorporating innovative modular design strategies to optimize cost and efficiency.

Since joining Halker’s Upstream Facilities & Process Department in 2024, Mike has continued to bring exceptional value to clients by leveraging his deep technical knowledge, hands-on project management experience, and commitment to quality. His ability to mentor teams, streamline workflows through templatized systems, and manage multidisciplinary engineering efforts ensures that Halker’s clients receive best-in-class facility engineering and design solutions.

Matt Halker

Founder & CEO

Matt Halker is the founder and CEO of Halker Consulting, a multidisciplinary engineering firm specializing in energy and infrastructure solutions across the oil & gas, power, and environmental sectors. Since founding the company in 2006, Matt has led it through nearly two decades of transformation — from designing early large-scale multi-well production facilities during the early shale revolution to expanding into utility and power markets through strategic acquisitions.

Today, Halker operates under the EOS model with three core business units and over 100 technical professionals. Matt serves as the company’s visionary, steering long-term strategy, cultivating emerging markets such as helium processing and off-grid power generation, and championing a culture rooted in adaptability, ingenuity, humility, and service.

Matt has guided the company through market volatility, industry transitions, and complex leadership changes — most recently overseeing a company-wide reorganization, implementing new operational systems, and launching a multi-year technology integration effort to increase engineering efficiency by up to 50%. He’s known for his collaborative leadership style, his willingness to listen to advisors and his team, and his enduring commitment to helping clients deliver energy to people.

Matt holds a degree in Petroleum Engineering from the Colorado School of Mines and is a licensed Professional Engineer. Outside of work, he’s a proud father of four, an avid traveler and dirt bike enthusiast, and someone who values freedom — in life, leadership, and thought.

Noelle Ford, PHR, SPHR

Vice President of Human Resources

Noelle Ford graduated from the University of Colorado (Go Buffs!) with a Bachelor’s in Psychology and also has her PHR and SPHR. Her oil & gas career began in 2009 with a recruitment firm specializing in the oil & gas and mining sectors. She joined Halker as the resident human resource and recruiting specialist in 2014 and has been a part of Halker’s growth and success over the last 10 years. Noelle brings a great balance of professionalism and a sense of humor to the office culture, which makes her both approachable and respected among her team mates.

Noelle is a Colorado native and enjoys spending time with her family and friends. She loves seeing movies, plays and travelling around the world.

Tor Vestad

Director of Process Engineering

Tor Vestad is a graduate of Colorado School of Mines with a Bachelor of Science in Chemical engineering in 2003 and a Masters in 2005. Since 2007, Tor has worked on a diverse set of projects in the Oil & Gas industry. His experience spans Advanced Biofuels, Low Carbon Power, Refineries, Upstream, Midstream, Gas Treating and Acid Gas removal. He has brought his diverse experience to Halker’s Process Department since 2021 ensuring that the Process group provides clients with soundly engineered designs and deliverables.

Originally, from Yakima WA, Tor grew up on an apple and pear orchard and came to Colorado to attend CSM where he met his wife and settled down.
